These Terms and Conditions are supplemental to and are
to be read together with the Terms of Use, a link to which is
set out at the footer of this website.

Tenders are generally held in the 1st and 3rd week of every month.
Announcement will be made on the opening period and the quota
available for tender before the tender is opened.

Categorisation of the COEs is as follows:
Non-transferable
Categories
Category A: Non-fully electric cars with engines up to 1,600cc and Maximum Power Output up to 97kW (130bhp); and fully electric cars with Maximum Power Output up to 110kW (147bhp)
Category B: Non-fully electric cars with engines above 1,600cc or Maximum Power Output above 97kW (130bhp); and fully electric cars with Maximum Power Output above 110kW (147bhp)
Category D: Motorcycle
Transferable Categories
Category C:
Goods Vehicle and Bus
Category E: Open - all except
motorcycle

COEs in Categories A, B and D are non-transferable,
while COEs in Categories C and E are transferable only once if
the COEs were bid under the name of an individual. If the
Categories C and E COEs were bid under the name of a company,
business (including limited liability partnership, club,
associations, etc.) or organisation, the COEs are not
transferable.

Bid applications can be submitted through the Automated
Teller Machines (ATMs) of DBS/POSB or the online channels of
DBS/Maybank/UOB (for companies and motor traders). Please note
that a bid application for the non-transferable COE must be
submitted in the name of the intended vehicle owner. Thus, the
bidder needs to use his personal account for the bidding. For
joint bank account, the bidder should ensure that his personal
bankcard or pin is used for the bidding.

Every bid application submitted pursuant to paragraph 5
shall be deemed to have been submitted by the holder, trustee
or beneficiary of the bank account through which the bid
application is submitted.

Bid revisions can be submitted through those channels
indicated in paragraph 5 above as well as the Land Transport
Authority's (LTA) Open Bidding website.

For every successful submission of a bid application or
revision, a system-generated acknowledgement code will be
issued to the bidder. The bidder is required to keep this
acknowledgement code confidential as it is to be used for
subsequent bid enquiry/revision.

A person making an application for a COE must not be
below the age of 18 years.

The name submitted through those channels indicated in
paragraph 5 must be the same as that appearing on the NRIC
(for Singaporeans and permanent residents) or FIN (for
foreigners) or Company Certificate (for companies).
- The NRIC No./FIN/Company Certificate No. must be
submitted in the manner as shown below:

Each individual is permitted to submit only ONE
application in each tender exercise. Anyone found submitting
more than one application shall have ALL his
applications disqualified.

Bids submitted cannot be withdrawn. No amendments,
except upward revision of reserve price, will be allowed after
a bid is submitted.

A company may submit more than one application. If
successful, the COE entitlements are not transferable even
though it is of a transferable category. A company includes a
firm, society, association, club, Statutory Board or
Government ministry/department.

For bid submission, the minimum reserve price is $1 and
the reserve price must be in multiples of $1. The reserve
price can be revised upwards anytime during the bidding
period.

The deposit for each bid will be deducted from the bank account automatically
when a bid application is submitted.

If the bid deposit is less than the quota premium
payable, the difference between the quota premium payable and
the bid deposit shall be paid at the time of vehicle
registration.

If the bid deposit is more than the quota premium
payable, the difference will be used to offset the requisite
fees or taxes payable at the time of vehicle registration. Any
excess bid deposit after offsetting the relevant registration
fee and taxes will be refunded to the vehicle owner or motor
dealer as indicated by the vehicle owner on the application
form for registration and licensing of a motor vehicle.

COEs bid in the Categories A, B and D (for Category D COE obtained before the March 2022 2nd Bidding Exercise) are valid for 6 months,
while COEs in Categories C, D (for Category D COE obtained from the March 2022 2nd Bidding Exercise onwards and before the May 2023 1st Bidding
Exercise) and E are valid for 3 months, and COEs in Category D obtained from the May 2023 1st Bidding Exercise onwards are valid for 1 month ("Temporary COE").
If the Temporary COE (TCOE) that is successfully bid for the registration of vehicle is not utilised by its expiry date, the TCOE will lapse and its bid deposit forfeited.

LTA and the banks may impose a non-refundable
administration fee for every bid application and revision. For
applications or revisions made via the bank channels given in
paragraph 5 above, the administration fee will be deducted
from the bank account automatically each time a bid
application or revision is submitted. For bid revisions
submitted via the LTA's Open Bidding website, the
administration fee shall be (i) paid at the time of vehicle
registration or transfer of TCOE, whichever is earlier (for
successful bidders) or (ii) deducted from the bid deposit paid
(for unsuccessful bidders).

The Registrar of Vehicles reserves the right to reject
any application without assigning any reason thereof.

The LTA shall in no event be liable for any damages,
loss or expense including without limitation, direct,
indirect, special, or consequential damage, or economic loss
arising from or in connection with:
a. any access, use or the inability to access or use this
open bidding system ("the System"), or reliance on the
contents, information, data or other material which may be
provided by the System;
b. any system, server or connection failure, error,
omission, interruption, delay in transmission, or computer
virus;
even if the LTA or its agents or employees are advised
of the possibility of such damages, losses and/or expenses.
This exclusion clause shall take effect to the fullest extent
permitted by law.
